You do not have an inkling what sort of bugs you are battling with? Cut several potatoes into pieces, then thrust some holes into them. Bury them in the ground, making sure they are fully submerged about a foot apart, as close as possible to your plants' roots but without causing any damage to the roots. Dig the potatoes after about a week. It will show you what your enemies are, and have the bugs devour the potatoes instead of the plants.

It is possible to raise a garden without the aid of hazardous chemicals. However, it requires one to learn one or two things about plants and bugs and how to prevent them from damaging your garden. Plants do not live on their own. You have to nurture and protect them from harmful bugs. Doing all these will give you tremendous pleasure of a bountiful harvest. And it need not be an expensive undertaking.
